JOB DESCRIPTION
·         Design work using AutoCAD.
·         Work with survey base mapping.
·         Read field survey notes.
·         Draft underground utility alignment layouts, including gas, water or sewer.
·         Draft appurtenance details.
·         Develop technical specifications.
·         Estimate cost and quantity.

JOB REQUIREMENTS
·         Bachelor’s Degree in Civil Engineering plus minimum 2 years experience designing/drafting underground utilities, preferably gas, water and sewer, or:
·         Associates degree in Civil Engineering Technology plus minimum 5 years designing/drafting underground utilities, preferably gas, water and sewer.
·         Proficiency in AutoCAD required.

60 Minutes: This Successful Jobs Program Focuses On Finding The Right Jobs

 
 
It's as if the 99ers are wrapped in Harry Potter's cloak of invisibility. Four million people whose lives are hanging by a thread - lost homes, ruined marriages, no health care coverage, savings that have disappeared - are mostly ignored in the public conversation. The only voices who consistently raise their situation are in the Occupy movement. So it's a rare ray of light that 60 Minutes takes a look at a program bent on helping the long-term unemployed prepared get real jobs again: -
It was bad enough for Frank O'Neill to be unemployed for over three years, but something he read while seeking a job stabbed him in the heart. "I've seen it in print...I've actually seen, "If you are unemployed, you need not apply." O'Neill is part of the long-term unemployed, a new minority group being legally discriminated against by want ad copy such as "Must Be Currently Employed." Joe Carbone is president of The Workplace, which has replaced what used to be the state unemployment office for southwest Connecticut. He explains why employers would do this. "There's a sense that if a person has been out of work for a year or longer, they might be lazy...would prefer to be home...lost too much already to be useful to me," he tells Pelley. "It's unfair and it's wrong." That's why Carbone started Platform to Employment, a boot camp for the long-term jobless. The program teaches job applicants how to look for a job and to respond to inquiries about gaps in their resumes, but even more importantly, it re-instills the dignity and confidence long-term joblessness can rob from people. Another key aspect of Carbone's program is the paid internships that lead to permanent jobs. There are about a hundred people in the program, mostly middle-aged and college educated, mostly seeking similar jobs to the ones they lost. After five months, 53 of them got jobs; O'Neill was one of them. He was attracted to the program because of its focus on finding the right job for him. "I was so prideful and so stubborn that I would not apply for part-time positions...at the grocery store...I wasn't going to flip burgers. I have a college education," O'Neil says. "I've been successful at work. I've been working for 30 years...so when this opportunity for Platform to Employment came along, I joined it and it changed my mindset," he tells Pelley. Pelley speaks to several others who are among the lucky few who are reclaiming their own American dreams through Carbone's program in Stamford, Conn. The U.S. Bureau of Labor Statistics estimates there are four million people who have been out of work for 52 weeks or more and two million out for 99 weeks or more. Carbone calls this "carnage." "I can't think of a better word in this case...We ought to be angry, we ought to be giving every moment of our time figuring out how we are going to restore for them the American Dream."

Unfortunately, the NDP and Liberals are putting their narrow partisan interests ahead of Canadian families and jobs. The NDP and Liberals are continuing their efforts to delay and obstruct the Jobs, Growth and Long-Term Prosperity Act. This important legislation supports job creation, responsible resource development, small businesses and vital sectors of the economy. The bill has already received the longest House debate and Committee consideration of any budget bill in over two decades.
Our Government has been moving forward with this important economic initiative in Parliament in an orderly, productive and hard-working way. The NDP and Liberals’ obstruction and delay is a threat to Canada’s economic growth and prosperity.
As the global recovery remains fragile – especially in Europe – Canadians want their government to focus on what matters: jobs, economic growth and long-term prosperity. We are doing exactly that by implementing Economic Action Plan 2012.”

Ethical Jobs Plan: Let’s Put Lawyers in the 99%

 
Despite the fact that such a change might be ruinous for me personally, since a large portion of ProEthics income comes from providing bar association-mandated continuing legal education courses on ethics, I have to endorse the arguments made by Brookings Fellow Clifford Winston and George Mason Law Professor Illya Somin for eliminating barriers to entry in the legal profession, such as mandatory law school attendance, the bar exam, and bar membership Ethical Jobs .
Winston writes:
“For decades the legal industry has operated as a monopoly, which has been made possible by its self-imposed rules and state licensing restrictions — namely, the requirements that lawyers must graduate from an American Bar Association-accredited law school and pass a state bar examination. The industry claims these requirements are essential quality-control measures because consumers do not have sufficient information to judge in advance whether a lawyer is competent and honest. In reality, though, occupational licensure has been costly and ineffective; it misleads consumers about the quality of licensed lawyers and the potential for non-lawyers to provide able assistance.
“Rather than improving quality, the barriers to entry exist simply to protect lawyers from competition with non-lawyers and firms that are not lawyer-owned — competition that could reduce legal costs and give the public greater access to  legal assistance.
In fact, the existing legal licensing system doesn’t even do a great job at protecting clients from exploitation. In 2009, the state disciplinary agencies that cover the roughly one million lawyers practicing in the United States received more than 125,000 complaints Ethical Jobs , according to an A.B.A. survey. But only 800 of those complaints — a mere 0.6 percent — resulted in disbarment.
“What if the barriers to entry were simply done away with?
“Legal costs would be reduced because non-lawyers, who have not had to make a costly investment in a three-year legal education, would compete with lawyers, who in many states are the only options for basic services like drafting wills. Because they will have incurred much lower costs to enter the field — like taking an online course or attending a vocational school — and can operate as solo practitioners with minimal overhead, these non-lawyers would force prices to fall. The poor would benefit from the lower prices for non-criminal matters, and poor litigants, who might be unrepresented in criminal matters like hearings because they could not afford a lawyer and because of dwindling state legal aid, would be better off.
“At the same time, if corporations — and not just law firms, now structured as partnerships — could provide legal representation, their technological sophistication and economies of scale could offer much more affordable services than established law firms do. These firms, in turn, would have to reduce prices to compete Ethical Jobs . “
I see no flaw with this reasoning, nor this, from Professor Somin, on the benefits of making bar exams voluntary. Over 30% of all law grads never pass the exam, which doesn’t measure very much of what it takes to be a good lawyer, only facts, most of which are readily available whether they have been effectively memorized or not. Somin writes:
“The main fear that many have about abolishing the bar exam is that consumers will have no way of assessing lawyer quality without becoming legal experts themselves. Most clients don’t know much about law, after all.
“However, markets have numerous tools for dealing with this problem without resorting to government-mandated licensing. The most obvious is reputation. Clients can’t directly assess a lawyer’s competence. But they can learn about his reputation from other lawyers, previous clients, and others. Law firm brand names are also useful. If I hire Wachtel or Cravath, I may not know much about the individual lawyers who will work on my case. But I do know that the firm has a strong reputation overall, and that they have powerful incentives to hire lawyers who will uphold it. Less sophisticated clients can also piggyback on the knowledge of better-informed ones.
Voluntary certification is another useful tool for consumers. If state-mandated bar exams were abolished, both bar associations and other private groups would still be free to certify lawyers using either tests or other standards they deem appropriate. If lawyers certified by the bar association are generally more competent than others, sophisticated clients will soon realize that, and the knowledge will quickly trickle down to less sophisticated ones. Over time, lawyers certified by the bar association will command higher salaries and enjoy more prestige than those who are not.
“Superficially, voluntary certification seems little different from the old bar exam system. After all, lawyers would still have incentives to meet standards established by some professional organization. However, there are three big differences. First, abolishing state-mandated exams allows different certification systems to compete against each other. This stimulates improvement in standards over time and also increases consumer choice. Second, since no certifying body will have a monopoly, these groups will have strong incentives to improve the quality of their certification systems. If the bar association’s certification system turn out to be inferior to that of the Better Business Bureau, for example, fewer consumers will pay attention to it, and fewer lawyers will pay to take the bar association’s test. For this reason, a bar association that didn’t have a legal monopoly on certification is likely to produce a better test than one that does Ethical Jobs .”

Jobs That Died in 2011

This year has been a rough one for many industries. In fact, many fields were plagued with layoffs and budget cuts severe enough to threaten the continued existence of specific jobs within them. In time, we may look back and say that 2011 was the year that the following jobs began to die.

1. US Postal Service Carrier

"Get a government job," your parents told you. "Government jobs are secure. You'll get a pension, and they can never, ever fire you." This belief might no longer be true. The US Postal Service has had a famously bad year.

According to stories in Money and The Washington Post, in order to make a $5.5 billion annual payment to its retiree healthcare fund, the Postal Service has considered canceling Saturday delivery, closing post offices and laying off some of its 280,000 workers.

Median Hourly Pay: $23.20

2. Real Estate Agents

Real estate, formerly the favorite second job of actors and parents returning to work, is no longer such a sure thing.

Al Halverson of Burien, Washington, a 30-year real estate industry veteran, says the money just isn’t what it used to be. “The buyers are coming out to buy at much lower prices,” he says. “That means Realtors are working more and making less. The million-dollar houses are now $450,000 or $500,000.” Homes selling for half the price means a big pay cut for commission-based agents’ earnings.

3. Video Store Clerk

4. Toll Collectors/Operators

5. Stock Brokers
The good news is that many of the large financial services firms (such as Morgan Stanley) seem to have gotten back on their feet. The bad news is that many of them are doing it, in part, by laying off employees.

Still, don't cry too much for beleaguered stock brokers: Their salaries were slightly up in the third quarter of 2011, compared to last year.
